Ask for email after the visitor has enough context

An email popup competes with the reason a visitor opened the page. Showing it immediately buys visibility by withholding product, category, or brand context. Waiting forever protects the visit but collects nothing. The useful decision is not a universal number of seconds. It is what evidence of context should make the interruption acceptable, and when the same visitor should see it again.
Start with the page job. On a campaign landing page, a form may be the main action. On a product or collection page, discovery usually comes first. Pick a trigger that reflects the job:
