For a typical consumer checkout, default billing to the shipping address and hide the second address form. Keep a clear control that reveals separate billing fields when the shopper needs them.
Showing both address forms makes the common path look longer and asks the shopper to decide whether identical values must be entered twice. Baymard supports selecting “billing address is the same as shipping” by default and hiding, rather than merely prefilling, the redundant fields. It also notes exceptions for populations such as gifting and B2B where different addresses may be common.[1]
