Create an intermediary category page only when the broad label contains several meaningful branches and seeing those branches helps the shopper choose. Otherwise, send the label directly to the product list.

This is a routing decision. An intermediary page can turn a broad department into a clear set of subcategories, buying routes, and support tools. It can also add a click that repeats the menu and delays product access.
