Decide how much evidence a change needs

Raise the evidence requirement as downside, cost, and irreversibility increase.

Do not demand the same proof for a reversible copy edit and a checkout rebuild.

The evidence requirement should rise with the decision's downside, cost, reach, and difficulty to reverse. The goal is not to assemble every possible evidence type. It is to reduce the uncertainty that could change the decision.
