The decision: preserve the checkout and give a truthful next action based on the decline information available. Do not send every payment failure into the same retry loop.
The card issuer or financial institution decides whether to accept a transaction. Shopify notes that the returned decline information can be generic, so the merchant often cannot know the exact reason.[1] Never turn a general decline into a confident claim such as “insufficient funds.” The interface and support response should stay within the evidence the provider returned.
