Answer the return question on the product page
Two facts belong on the product page: how long the shopper has, and who pays return shipping. Everything else can live one tap away.
Skip this if Stores that genuinely cannot accept returns, where the decision is how to state that plainly, not where to put a policy

A first-time buyer is asking one practical question: if this product is wrong, what will returning it cost me. The product page should answer that before the shopper has to search for a policy.
